The first thing I would do is contract the league by 4 to 6 teams. I would then immediately form a second league called nba international. The contracted teams would then combine with Seattle, Kansas City, Cincinnati, and hopefully a good number of European cities. These teams would play a season that started after the nba regular season started by a couple of months. It would break during the nba finals and then resume and play for about two months after the regular nba completes its finals. I would then blow everyones mind by saying that the 2 best teams from that league would replace the two worst from the nba.

The next thing I would do is tinker with the actual officiating of the game. I would immediately get rid of free throws for nonshooting fouls. I would also limit the fouls for disqualification to 5. All free throw attempts would be 1 on 1s for non made shots including 3 point attempts. I would also eliminate offensive goaltending.
