I'd flip Utah and New Orleans, and I'd put Portland and Dallas, but other than that I mostly agree.  I think Sacramento could surprise some people (as in win 35 games), and think Minnesota is on the way up.  The Thunder page won't load for me, so I'm assuming they're the worst in the West -- which I agree with 100%.

All in all, I thought his Nugs preview was dead on.
